23 - High Pressure Sodium Street Lighting Conversion Program
23-A
GENERAL PROGRAM DESCRIPTION
1. Bangor
Hydro-Electric Company (the Company) shall conduct an energy
management program to encourage the conversion of mercury street
lights to more efficient high pressure sodium street lights.
2. Under
the program, the Company will remove and replace existing mercury
street lighting fixtures and lamps with equivalent lumen level
high pressure sodium fixtures and lamps with no direct charges
for removal or premature retirement costs. In order to participate
eligible Customers must apply by December 31, 1991.
23-B PROGRAM
PARTICIPATION REQUIREMENTS
1. A qualified
Program Participant (Participant):
a. Must
be a street lighting customer of the Company taking service
under Class G-1, Revenue Code 18.
b. Must
have existing mercury street lighting lamps and fixtures which
are owned by and were installed by the Company.
2. Participants
shall be required to cooperate with the Company's data collection
efforts associated with implementation of this program.

2. Participants
wishing to upgrade their lighting systems by installing additional
sodium lamps and fixtures, or higher lumen output lamps than
suggested, may do so after consulting with a Company advisor.
Additional lamps and fixtures, or lamps with a higher lumen
output than the eligible luminaire conversions listed in Section
23-C(1), will not be eligible for the two (2) year exemption
stated in Subsection 23-D(4).
3. The open
bottom sodium fixture will not be eligible for roadway lighting
under this program without the express consent of the Company.
23-D UTILITY
PARTICIPATION
1. The Company
will target municipal street lighting customers and will provide
services required to facilitate the conversion to higher efficiency
sodium street lighting lamps and fixtures.
2. The Company
may limit the rate of program implementation and the level of
participation on a town-by town basis subject to the availability
of necessary materials, equipment and labor.
3. The Company
will waive charges for premature retirement or removal costs
of fixtures replaced, required pursuant to Section 5-I of the
Company's Terms and Conditions for conversions under this program.
4. If the
rate in effect at the time of conversion for the equivalent
high pressure sodium street light is greater than that for the
mercury vapor street light being replaced, the Company shall
guarantee the Participant will pay only the lower of the rates,
as amended from time to time, for two (2) years following the
conversion. At the end of the two (2) year period, the Participant
will be responsible for paying the effective rate for high pressure
sodium lamps and fixtures.
5. The Company
will own and maintain all materials installed.
6. The Company
reserves the right to hire outside contractors to implement
all or part of this Program.
